That is in and of itself the big deal. The Victory Day parade is the biggest military suckfest in Russia, the parade has huge symbolic meaning and it is normally massive with over 200 vehicles. This year they had to borrow 10 MRAPs from the Chechens to have 51. They were supposed to have over 10K MBTs and MBTs are usually the centerpiece of the vehicle parade but they could only muster a single T34-85 (though they did have 2 more sitting static). That tank was built about 80 years ago. They also didn't do a flyover at all.
There is no way Putin would have allowed a pitiful vehicle pass and review if they weren't woefully strained on material. The difference in the parade from last year is quite telling.

Pretty shocking that he allowed it at all. Why not just have some big, somber memorial procession-to honor the dead, and just claim that everything is being dedicated to “liberating” Ukraine.
The optics are terrible. I’m shocked that they are as out of touch as they are. I actually thought that they are more sophisticated than that.

A little history.
As the Nazis approached Moscow and surrounded Leningrad in October 1941, the Soviets held a military parade in Red Square. Bigger than today's.
The Russians also cancelled Victory Day parades in many cities across the country today.
Putin loves displays of power, but his military is so corrupt and so spent there was little left over for today's event.
In his speech today he accused the West of wanting to conquer Russia. Nothing could be further from the truth.
Who would want to be responsible for that mess?

To me, the point is that even a gangster like Putin can represent and assert the rational interests of the state he leads.
