Agreed, but the best way to do it is to find someone who will wind down the operations in an orderly manner.
Example, Education.
Announce on day 1 of being Secretary a hiring freeze on all open positions where no one has been selected to fill it. Any positions which become open as a result of resignation, retirement, termination
or death, will not be backfilled. Also announce that no further grants will be given out. Any grant $ due under existing grant terms can be paid until that grant expires but will not be renewed.
Any contract due to expire within three months will be allowed to expire but, again, will not be renewed. And any where it is cheaper to terminate for convenience of the government (all government contracts contain that right) will be terminated.

The white house press corp is in charge of the briefing room. That needs to change, the press secretary should be in charge. And they should bounce some that are there and put in a good representation of on line conservative podcasters.
Its absurd, ABC news for the week, the number one broadcast, for the week, 7.7 million viewers. The NYT 9.2 million. Rogan does one podcast with Trump and hits 90 million. Bongino draws about 9 million, and there are many others, they should definitely have a representative in the press corp.
