It depends on the device and how granular you're wanting to get with it but even consumer-level devices can be set to capture incoming and outgoing IP information. LINK
If the claim is simply "the Dominion devices were never connected to the internet" but they get the devices' internal IPs then the router shows traffic from those devices hitting outside addresses during the voting/counting period, that's a massive problem.
