This is stupid. Why sacrifice your best frontline troops in a war of attrition when you could just get serious and win the war quickly? Conservative estimates from western intelligence agencies put Russian KIA numbers at around 70,000. They were in Afghanistan for almost a decade and didn't lose that many soldiers.

Exactly how does Russia expect to provide support services, munitions, food, etc. for 700,000 troops?
I'm calling bullshite. I don't think Russia can support 250,000 troops, much less 700,000.
