Did they? Israel still controls the Golan Heights and that war was prosecuted under Ehud Olmert. Netanyahu doesn't seem to operate under the same constraints that Olmert did.

Israel didn't lose because they were constrained, they lost because Hezbollah forces were, man for man, better trained and more professional, and because of the extensive defensive works in southern Lebanon.
