Honestly, I don't think he's capable of answering a simple question. He's obviously got nearly 50 years of smarmy political speak running through his noggin, but he can't control any of it any more.
Good news for him, we've kind of gotten used to swallowing word salad nonsense lately, so when he talks like this many people pretend it makes sense and nod along.

if he had (or his handlers) had any sense at all, they would say that it will be Garland to honor what Obama did
Garland is not a radical liberal in the minds of most Americans, but would still be a solid pick that the left could support
