It against the law to block traffic.
It is against the law to impede law enforcement.
We’ve all seen useful idiot protesters throwing object at law enforcement officers and not get arrested. It’s still illegal behavior.
Just because law breakers are not immediately arrested does not mean the behavior is not illegal and subject to arrest.
Officers are showing restraint when confronted with stupidity. They are also establishing that they are giving people an opportunity to change their behavior before arrest so that once arrested, there is not much of a defense.
