Yes they do in certain situations. Documenting the reason behind further actions. Running the license plate. She was going to be removed from the car(voluntarily or by force) and arrested. She finally realized that and raged out towards her perceived oppressor.

She was ACTIVELY breaking the law by blocking a public roadway, impeding a federal operation and then you can add attempted murder of a federal officer. She was literally becoming a criminal before your very eyes.
