Not necessarily. A hand recount- as was done in Georgia- can find double counted ballots, which was the basis for a good deal of the squelling by Trumpers about the count in Georgia.

I remember after they sent poll watchers home, with my lying eyes, saw boxes of ballots being pulled out from under the tables and counting...resumed. Then was told that's normal, happens all the time.

In Florida mail ballots are counted as they arrive. Republicans in multiple states opposed mail ballots being opened or counted until after the polls closed. Why is that? Results of mail in voting and early votes are counted but the results are not made public until after the polls close. The percentage of people by party affiliation is public as well as number of votes. My county typically has about 55% of votes cast by mail in ballot yet all the votes are counted quickly after the polls close.
