One of Reagan's action after the Russians shot down that airliner was to allow world wide access to the military's GNSS system. Today we call it GPS.

I listened to those tapes years ago. I believe the General on the recordings was sure. The pilot, I don't quite recall. Point was they, in hindsight, couldn't justify their suspicions based on the comms they were trying to hide.

I do believe the General in charge of that sector ended up going to the highest echelons if the military some years later. So they rewarded him for the "screw up".
