Not an expert, but I'm sure he thinks it means that the US doesn't have to import any oil.
If the US produces twice the oil it needs it will still have to import oil. This is because refineries barely meet US needs, and some of our refineries are built to refine oil that we don’t produce.
The US is already producing enough oil and natural gas, plus other sources, to meet our energy needs. If we were forced to be energy independent it would create some uncomfortable times as we retool to take advantage of what we alone produce, but we could do it.
This is why all the fuss over the Strategic Reserve is overblown. Sure, we should have followed Trump’s plan to restock when prices were low, but that’s simply a smart financial move. It does not have much strategic implication. And SPR would not help replace the heavy oil we import because the refineries idled by the lack of that oil could not be used to refine what is in SPR.
If you want to criticize Biden (I do) it is that he helped create an atmosphere of fear among energy companies that prevented them from investing in new refineries and in refinery expansions. THIS is our energy bottleneck.

It's cute that they don't understand that the only reason that they have oil is that the West and China/Japan have chosen to purchase it rather than just taking it.

Just to bring this full circle, the OP is fake news. The only legit news regarding Qatari gas is that on Wednesday they signed a 27 year deal with TotalEnergies to supply natty to France.

Would be a shame if the Persian Gulf were blockaded and all economic activity in Qatar came to a screeching halt. Especially if their power grid inexplicably went down.

You know what else created an atmosphere of fear and bottlenecked investing? When Biden's admin forced Big Oil executives into congressional hearings every other week threatening them with RICO, price gouging, market maker manipulation etc. How easy and conveniently we just selectively forget about these strong-arm tactics.
