Has been, or “probably” has been? There is a big difference between the two.
Still, being an a-hole does not constitute “bullying.”
Kids can be assholes. It may not constitute bullying.
That principal has put the school system in a tough spot imho.

A group following one student while singing that constitutes bullying. One student singing it while passing another does not.
As noted previously, there are benchmarks in place to remove as much of the subjectivity as possible. It makes the disciplinary course of action more defined.
An attorney should understand that (well, except for one).
As offensive as the remarks may be, incorrectly defining them as bullying, and then acting upon that incorrect definition is a poor choice.
That principal is putting that school system in a bad spot.

You claim to know what bullying is.
I’ll give you two though:
1. Unfair match (a GROUP of students targeting one or two by singing Ice Ice baby would be an example).
2. Repetition. Has that behavior been on display by that individual student on more than one occasion concerning the same (victimized) student.
There are other benchmarks. However, NONE of those are noted by the principal. As noted, he has decided to be the arbiter of policy. That is unwise imho.

The best runner we had in our class during junior high onward was a Mexican dude. He could run for hours without getting tired and always won the timed mile test with ease. We used to joke with him that he was staying in shape for when they came after him.
