Sounds like they intentionally chose Iraqi bases and didn’t kill anyone.

There is no native support for any opposition, partly due to the sanctions. The Shah and the MEK don't have domestic support. Airstrikes by themselves won't institute regime change. The regime is more robust than pretty much anyone gives them credit for.
