It's a matter of conditioning & this picture is no different. For Harris, it shows that she is the one with the knowledge, projecting it onto Biden. He is sitting there to project that he is willing to listen to a woman of color.

Even putting the asterisk on the word "President*" gives the farce some relevance.
Even when I'm copy/pasting directly from a tweet or article, I erase the "P" word and substitute "Fraudulent White House Occupant".

I'm sure there is a grain of truth to that statement, just a question of intent. I'm sure years ago he overheard Obama say "Joe is the last person I want in the room with us when we make this decision". Naturally, Biden, still delirious from sniffing little girls hair interpreted that to mean that his guidance will be sought out and valued by others.
