This is some serious stupidity right here.

VA is not in the NE. Each state has 2 senators. Number of reps is based on population, not geographic size.

You must know these things, correct?

An appellate court did, but ultimately, retaking the RE and squaring up DC solves the problem once and for all.

Move some Federal Agencies out of DC and put them in places like Chicago Denver or Minneapolis, in states that are solidly blue anyhow.
