Id bet this is more about the fact that he wants his officers to stay neutral because when the feds leave, they are still going to have to deal with the public.
That’s not a justification for this and I feel he should be charged with malfeasance, but, it may not be so much about protecting illegals and more about keeping peace with the public

Absolutely needs to be investigated despite officers responding. The standdown dispatch is reprehensible, if not also unlawful.
