If you're contending the legal system similarly treated your student unfairly, draw that comparison. SFP makes that case regarding the US legal system quite often.
Regarding systemic issues, IMO root cause tracks straight to LBJ's "War on Poverty," and a secondary disregard of self-responsibility.
Unfortunately regarding your efforts, owning decisions in terms of predictable ramifications is an obligatory starting point. However bad, however unfair the milieu, self-responsibility is the singular ticket to best outcome. Playing into the social injustice angle at the expense of even minor de-emphasis of the role of personal responsibility may not get your students where you'd like them to be.
