I would rather he just give the real answer. It's really the same problem that Trump ran into his first term. Obama had eight years to elevate a certain brand of officer. Trump provided a four year interruption but then Joe Biden continued the problem. Trump made the mistake his first term of trying to select from the pile of shite Obama had built. The reality is there are basically zero officers at the top of the pile that any Republican president should choose. Obama created an environment where the kind of officers you would want at the top either had to shut up or commit career suicide. The truth is we're probably lucky if 10% of the officers 06 and above are worth the time of day
