Do you know any specifics that cover this under federal law code? I.E. say a congressman’s niece starts an LLC and gets a 100 million for a solar panel startup, what dictates how much has to go toward R&D vs salaries expenses etc. is there any control?

Usually these grants are part of a contract that is very detailed on most of this.
The one thing the federal government loves doing is prosecuting people for mis-using federal money

Not at all.
I used to form lots of LLCs and do general business representation/litigation but after the PPP debacle (and other management-strategy decisions having nothing to do with that), I stopped. Closed all of that down outside of forming a few LLCs for clients I know well after PPP was over. The final nail was the BOI reporting stuff.

Even with your colorful language, that's just waste. The money was funded legally by Congress and the President and distributed according to law.
USAID is very small potatoes, too. Legit nothing compared to the amounts of money flowing in similar ways from Medicare and Medicaid to doctors and healthcare systems across the US.

I don't want to hear her threatening those who have committed fraud at this level. I want to see some f-ing indictments. Unless there are indictments, then this administration is failing to fulfill promises and obligations.
