No he doesn't use that in the cotext of being smart. He sees vicious as a stand alone trait and a good one. Cold blooded and bottom line oriented. Which is a great trait in business and running a country that most of the rest of the world is deeply envious of and would like to replace.

Why? Has to be the most predictable and boring book ever. Blah, blah, blah racist. Blah, blah, blah sexist. Blah, Blah, Blah white males. Blah, blah, blah, threatening if not in good ole boy circle. And blah, blah, blah women, payoffs, greed, gay bashing, Muslim bashing, children caging, fear for my safety so I'm writing this book in case something goes wrong, shitholes and more. The creative writing will disappoint if you expect much more than that.
