Is he really dead?

There were multiple attempts to take him out that were unsuccessful. Example: he was hit with missiles and wounded at a cave in Afghanistan.

He was able to escape through a tunnel. But, he lost his cane. It was recovered by special ops forces. Eventually, it was passed to Ross Perot, the billionaire businessman, for his philanthropic support of service members and their families.

He was really good at hiding.

It didn't Bush and Clinton were offered multiple opportunities to have him removed and passed. They were weak and did not grasp the gravity of the problem he presented(Bush)or just did not like the optics at the time (Clinton).
A lot more complicated but that's the long and short of it.

Your question, while totally valid, implies that they were looking for him the entire time. Perhaps a better question is did they want to find him?

1) Bill “#MeToo” Clinton let him survive three chances to kill him.
2) Osama did enough right in his escape from Afghanistan and the American military/political leadership (W’s) did enough wrong to allow it.
3) Elements of Pakistan, helped hide him, and he isolated himself effectively.
4) But, W did well by authorizing “enhanced interrogation” and we learned the identity of Osama’s driver.
5) The CIA eventually found the driver through interrogation techniques we now consider “torture” outsourced to foreign intelligence services (Obama).
6) The CIA tracked the driver to Osama’s hiding-hole with high technology surveillance.
7) Special operations units, “invaded” an “ally” and killed him.
8) We should have captured him, brought him to Gitmo, enhanced interrogated the shite out of him, after all intelligence was extracted- we should have tried him in a military court, found him guilty, lethally injected him, and fed the fish between Cuba and Haiti. Unfortunately, Obama opposed most of this. Obama tried to cover up the KILL order for a week. Initially claimed he was killed in self defense!

He died before the 9/11 attack occurred, the (((US government))) needed somebody to blame

The good thing is, people are starting to wake up. Before Trump, I willingly turned a blind eye because I didn’t want to believe. I would say a good majority of our “elected” officials are evil.
