I don't know how many times you can point this to yet people still don't get it. I would also add the U.S. agreed to binding arbitration by an international court over these funds and it was expected we would have to return the money anyway. Obama just effectively settled the issue by getting them to agree to concessions on the nuke deal for us going ahead and returning the money.

Interestingly, I have 50+ downvotes for simply presenting facts about the deal. I didn’t even really comment on whether the deal was good or bad. Lol
Also most don’t really understand how sanctions work or the fact that Obama did not lift all sanctions on Iran, but rather very specific ones. OFAC still administers a very comprehensive sanctions program against Iran with or without the Iran Deal.

How old are you? Did you forget when Iran held our hostages for over a year? Did you forget that 8 people died trying to rescue those hostages? How much US money do you think was spent over the span of that hostage crisis? How much money and lives was spent trying to mitigate the Iranian influence in Iraq after the toppling of Sadam Hussien's regime? How much money has been spent fighting Iranian sponsored terrorism?
You understand how those pallets of cash and returned assets are a pittance of what we spent fighting Iran and their proxies? That Iranian money/assets should have been retained by the United States until Iran stops all nuclear ambitions and transitions to a democracy. Wise the frick up!

Assets frozen due to sanctions and assets seized from criminal activity are two separate things conducted for different purposes.
That said, using your example there are cartel members who are on OFAC’s Specialy Designated Nationals (SDN) list (it’s essentially a sanction against an individual or specific entity), and in the unlikely event they were ever removed from the SDN list, then theoretically any frozen assets associated with them would be released.

What if the assets are frozen (as opposed to seized) due to activiy deemed to be criminal? Who would determine if those assets could later be released?

I don’t know how to answer this because you’re still conflating sanctions with regular law enforcement activities. I can’t really answer how freezing assets work outside of sanctions (nor is it relevant to this discussion). With regards to sanctions, this is just how sanctions work. All assets frozen, due to sanctions, are held in an interest bearing account until the sanctions are lifted (if they ever are).
