I'd say it a lot more forcefully than that. There's not a chance in hell they didn't anticipate that Iran would try to close the SOH. The fact that it's been a problem is because it's a lot of territory to cover and defend, and Iran had accumulated a lot of firepower. That was not going to improve with time, only get worse until it became unfixable. At that point Iran, and their allies, would have effective control of Gulf shipping.

I doubt the goal is to reduce the shipping risk to zero. It hasn't been zero for a long time but traffic continued in the Gulf. I suspect the plan is attrition until the risk subsides to an acceptable level. But anybody who says it wasn't foreseen and planned for is an idiot. That's like saying CNN is an honest news organization; it stretches credulity beyond the breaking point.

Ukraine and Iran were test cases. Even though Ukraine was not a member of NATO, supporters of US getting involved proclaimed, "It will spread to Europe. We have to stop it now." So, with constant goading from Britain and the EU, the US pumped vast sums of money and technology into that unwinnable meatgrinder of a war.

Now, the US says that Iran's military threat, with support from China and Russia, is metastasizing. They have tentacles of militia and terror all through the middle east and spreading to other parts of the world. They will not abandon their pursuit of nuclear weapons. Trump says we have to stop the spread...

And that's where the NATO alliance was proved to be dead.

Regardless of how these countries feel about the conflict, Iran is attacking ships in international waters. That seems like it should be a big deal to everyone using the Straight.
