Im a huge fan of pipelines.
But they are not easy to defend against motivated enemies.

I believe Mexico struggles to protect pipelines from cartels.

We probably don't need all those people in law enforcement or armed forces. However, we could use young adults in mandatory public service on public works and social services.
Helping with controlled burns to avoid wildfires. Infrastructure projects. Emergency response work. You know, just all the little things in government where the taxpayers end up overpaying for the human resource because so much of it is contracted out which means you're paying someone(s) in the middle who is doing very little or basically nothing.
However, I think such an approach would help with that exact thing in the armed forces. Stop contracting out dining facilities. You're going to be carrying a larger force, so go back to soldiers feeding soldiers.
