Assuming the incoming connection is from outside the local network
If the machine showing an incoming connection is being connected from a scanner next to it in the same LAN, it's not the same implication as coming from an outside IP

Uhh- they don’t.
Edited to add: by that I mean they can’t effectively oversee the elections. They may have authority to do so but it’s obvious this process has gotten way beyond their capabilities.
