Obama's Iran Deal granted amnesty to Qassem Suleimani.

I wonder how many Americans Soleimani is responsible for killing since that deal.

Although 99% of us can agree he needed to be relieved of breathing, what legal challenges (if any) could Trump/military face if he was removed from the list then subsequently killed?

Was CAIR (and other BS terrorist fronts) formed in the same manner as a HAMAs front that has a permanent rule and role on American soil?

None, IMHO.
Barry never submitted the treaty for formal approval because he knew it didn’t have a hope in hell of getting passed.
Instead, they did a bullshite workaround that Corker was in on and contributed to his arse being sent home.

He could have only have been given amnesty for PAST acts.
He could absolutely be sanctioned for bad acts between the amnesty and now.

This might not be a popular opinion, but the Iranians are right to be upset over this.
Obama and Clinton got caught in their dirty shenanigans in Syria. Iran holds the Benghazi attack over their heads for blackmail essentially and seeks to have sanctions lifted, money, nuclear secrets, whatever they want really, Obama agrees and now Trump reverses course.
Sure, the Iranians were acting like shitbags, but that's politics. The US doesn't want to see this go to a full on war. Especially not if they want to continue with the moral high road.
Trump won't launch all our war with Iran. He is going to cut the ties that bind the two nations and then renegotiate with them. It's the proper thing to do.

I don't think anyone in their right mind would actually think that such an arrangement would cover any and all future actions by Soleimani. If that IS the basis of anyone's "international law" outrage, then they need to be involuntarily committed for at least a temporary mental health evaluation.

But didn't it get passed through the Corker Rule where they inverted the constitutional terms of treaty passage in the senate?
