54 is very young. If that passed, either they would be getting very young and inexperienced justices going forward, or experienced justices that will serve a short period of time.
Regardless of who is proposing this, it's an unwise move. It's clear that it's just a poorly thought-out workaround to change the rules to get political victories rather than doing what's in the best interest of the state.
