That’s so they can only get the allowed volume. It’s not like someone else would buy all they could at 30% lower prices than competitors can sell for and resell on the streets. Mamdani only allows the urchins to do that

They should not need either and it would be just as secure as without. Everyone will only get groceries for themselves, and not under another name that will not be using the grocery store, and not come back for seconds or thirds
