NY Times explaining why capitalizing Black and not capitalizing white is right

Has this been discussed? I never really knew the reasoning, I mean I knew, but had never seen an explanation.

Some stylebooks do as the NYT is doing. Some stylebooks capitalize both the W and the B. I follow the latter rule in all my writing, including pleadings and related legal filings. No one has ever complained.
