The story is, Monica's grandmother lived in the apartment for years and Monica took it over after she died... Hence the cheap rent...
Excellent back story info on one of the great sit coms of all time. But if we place the story and characters in their place and time in real NYC, we can surmise that Rachel and Monica's parents are going to be financially helping their daughters all of their lives. Why? Because MOST American parents are going to do this - they WILL give money to their pretty daughters so that the girls can have a comfy lifestyle.
I guess the idea of the show is that Phoebe is the only one of the three girls that's really a "street urchin" type of young person - somebody out there in NYC with no parental life-line.
It is a great show. One of the best of all time.

Freezing rents while raising property taxes. Usually a recipe for success!
There are about to be a ton of condo conversions in NYC. Selling these units to owners and reducing the supply of rentals should do wonders for rental rates.
