We already have a federal program to help pay for medical bills that someone can't afford. It's called a Medicaid Spend Down. It's based on income and medical bills, the individual is required to pay a portion of the bill but Medicaid pays the rest. Anyone who is considered aged, blind, or disabled is considered technically eligible for that program. There are resource considerations as well but if you have a chunk of savings you should pay for your medical care.
