What is the justification for someone who does not work and thus doesn't pay income taxes getting money in the form of income tax refunds?

It's called a refundable tax credit. IE, welfare. Getting those are the only reason most of the mouth breathers even file their 1040EZ at the Walmart kiosk.

This retarded thinking needs to die. There are even some "conservatives" on this board that think lowering taxes is a handout. Keeping more of what you earned is not free money, a handout, welfare, a subsidy, or any other term you want to use to pretend the money you earn is an unearned payment from the government.

Go to the link, it doesn't copy/paste well, but can earn up to $59,899 (single), or $66,819 (MFJ), and get that $7,830 with 3 children.
I'd have to go back to my tax returns to when I had 3 kids as dependents, but I was probably making less than that if I account for inflation (wife was SAHM many years). OK, went to an inflation calculator, 2001 AGI was $115K, a middle management tech job, that's only $63K today (below that threshold for EIC). And damn, I was paying some taxes, $11,969! PAID. Instead, they get a CREDIT?
And for perspective the other way round, that $7830 credit would have been $4,315 back in 2001. And a $4,315 CREDIT sure beats $11,969 PAID.

Actually, we will.
All of our waste goes to poor people and they also pay in the least.
Now you could make the argument that money sent to haiti or any of these poor countries don't actually go to poor people. But these programs and funding these programs are supposed to help poor people regardless of if they do or don't.
And in our country, the poor are obese. Unless you are a meth addict and poor. But that's why you are poor, from poor choices.

If you don't pay taxes and get a refund, the Obama administration renamed it a "tax credit". Make sure you use the proper terminology.
