You have now moved from “the margins are by choice” to acknowledging that people in the midst of addiction or mental illness may be unable to choose wellbeing. Congratulations on understanding marginalization.
And Narcan, harm reduction and treatment are not mutually exclusive. Keeping someone alive today does not prevent treating them tomorrow. Your insistence that the only options are needles or indefinite coercion is not a serious policy suggestion.
Your suggestion of rounding people up and abandoning them somewhere sounds an awful lot like what is happening now, which is ironically what you're complaining about.

Yet, you offer no third idea. None of you ever do. There's the harm reduction camp and the involuntary treatment camp. Neither is perfect, but one does at least proffer the possibility of a lasting solution.

A place set aside for people that wish not to engage in society is rather humane. It is not incarceration nor is it forced treatment. It is the freedom for them to live on their own terms while not causing issues for society. It IS the third way.
A third option I've given... while you're still stuck in binary option land.

Biblically speaking, Cities of Refuge were outside of but near enough to population centers. Which is what I've advocated for in the past.
