The city was run by a mayor that didn’t pay her own taxes yet demanded citizens pay for her to fly first class stay in expensive apartments and hotels and eat at the top restaurants on a regular basis.
Also, without any catastrophes, the city can’t hit up the feds for bailout money to squander like has happened for decades

All that money they just got from having the Super Bowl and yet they're broke as frick. Good lord

Another reason is they don’t collect taxes. Only from certain businesses but not all. You can imagine the aptitude in the collections dept. most city workers don’t know what they’re doing except to make life difficult for citizens. They are expert at that.
