What he's saying is the Dutch at one time had a very huge colonial presence around the world that finally ended at the conclusion of WW2. Like other posters have said they also have a large presence in the Caribbean with Aruba, Curacao, and Saint Maarten and Suriname in South America

The Netherlands is 80% white overall but obviously if you go to the big cities like Amsterdam & Rotterdam it is very diverse. I have been to Amsterdam and can concur it is very diverse.
