Yes, but the Electoral Voting Act does. States must certify by a certain date in mid December. SCOTUS ruled on Bush v Gore prior to the date in order for FL to certify their votes.

It is a "big deal". NC has a law on the books which specifies how long ballots can be counted. If a court, any court, can override the LAW, then what laws can't be changed by an activist court?
This is nothing more than an action taken by a group of willful and inconsistent men. IF allowed to stand, then we are on the road to chaos and tyranny.
