What's Rand actually got done in his time in the Senate beside make passive aggressive NO votes?

Gowdy. He is one of the poorest members of Congress with a net worth of like 200k.
That said, he isn't strong enough to stand up to the Dems. He lets them push him around like so many other Republicans.

Led the fight to kill the Patriot Act if I recall correctly. Warned everyone about abuse of power.

That's the biggest thing he's done. He doesn't vote to expand the already massively oversized federal government and he doesn't do it passive aggressively either.
Tom Cotton, Ted Cruz, Mike Lee, Ron Johnson, Devin Nunez, Tim Scott, Mark Meadows, Jim Jordan, Mike Pence, and Mike Johnson are other principled conservatives that I can think of at the moment.
Eta: Stealing from MrCarton, Thomas Massie and Justin Amash are also up there.

Isn't the point of limited government to try to avoid passing laws unless absolutely necessary?

He got killing the IM in the tax bill. That could be more than any other Senator has done in a long time. He does grandstand a lot but the IM deal is results, not talk.

Rand Paul
Mike Lee
Justin Amash
Thomas Massie
I have to say though, Ron Paul is in a league of his own. The man would get booed in debates by warmongering neocon Republicans and stand firm when pressed about blowback. This is the same man who told an audience of Republicans in the 2012 SC debate that using heroin was a liberty interest. Talk about principled.
