Simple solution.... stop collecting their federal taxes, don't allow them to vote in federal elections, and stop sending federal funds.

New Yorkers should get what they ask for - no police. I'd go so hard as to deny them fire and rescue services, or ambulatory transportation.
Let them handle their own injuries, crimes, fires, accidents etc.
It would take less than 72-hours for NYC to turn onto a live action version of The Purge with mass fires, lootings, and killing.
Then they will beg for the police and the civil servants that make their hellish city remotely liveable.

This level of insanity is one more reason why I know that certain Supreme Court Justices are being threatened. Remember, this all has to do with eliminating race-based gerrymandering and the Supreme Court is set to take a look at that.
