I thought that was an obvious transparent empty campaign promise carrot he dangled so he could get low IQ votes and win the WH to do real stuff.

You need only the house to request to adjourn and the senate refuse then the president steps in to settle the dispute by adjourning both. That’s why the house was paramount and if the senate doesn’t play ball, Mike Johnson will do his thing and Trump will then do his.
