The fact that there aren't legal consequences doesn't mean there aren't political consequences. The guy resigned. He wasn't impeached, Soros didn't fund a competitor, they didn't get him with lawfare. He voluntarily stepped down from one of the safest congressional districts in the country.
Occam's Razor is appropriate here.

Paying legal but young girls for sex, there were also drugs involved. I didn't get into the nitty gritty details, I'm not in his district and he quit anyway.
Someone who does live in his district posted here that they were getting tired of his antics and while he was still safe from a dem he might not want to face a primary challenger. He obviously didn't.
