I am sure his soon to be former constituents are thrilled he's leading the charge on this issue (as opposed to, I don't know, bread and butter issues for his district [economic development, tax policy, etc.]).

I feel like you're deliberately missing the point on this and I can't understand why. We have discussed this before and you know that the DoJ has explicitly said that what it is withholding is being withheld under the provisions of the law.
So if this passes, I expect nothing at all to change based on these exact same grounds. You know this. You know this won't go anywhere and all it amounts to is more grandstanding.

No it won’t as doj is who enforces law. Massies 2.0 won’t even get passed anyways and you said the house closed because of his impeachment bill towards Hegseth. Funny how they’re not closed and he’s still trying to get signatures for 2.0

It would be a waste of time to point out the nuances of enforcement by other people and agencies other than DOJ. Of course, a subsequent DOJ could use 2.0 to prosecute current DOJ members.
Discharge petitions can be signed by a House Member at any time. You're confusing "closed" with "open for regular business." They are just holding pro forma meetings for a few minutes each day. Do you really think the House is conducting ordinary business???
