Indeed it is but it is not limited to that scope. You have to ask yourself why on earth would we have the founders set up the 1st Amendment right before the 2nd which has broad and vast reaching freedoms for us in terms of speech and expression only to turn around in the very next amendment to have a narrow, limited scope of gun ownership; solely to protect against a tyrannical government? That makes no sense when placed in context. Our freedoms cited in the Bill of Rights were to give us, the citizenry, the benefit of the doubt and the restrictions placed were generally placed on the government on our behalf...thus the 2nd Amendment was not added to simply give us means to thwart an out of control government but to give us personal means to protect our families and freedoms on a smaller scale for our own good.
