That quote implies he's talking about convicted violent criminals, which amounts to less than 20K of the illegals population, but he actually means the 10 million or so illegals that have entered the last four years, right?

The best way to do this is to create and outsource thiz a small NGO entity who will pay each person tapped for deportation $10,000 cash with some caveats and make them "voluntary self-deportations" in that manner. Book their flights commercially and have ngo employees verifying they are on the flights. They get the money order or payments as they board the plans
