I mean.. cloud seeding does exist. But as a civilization, we're probably several decades away from actually being able to create powerful hurricanes.

Cloud seeding is 80 years old at the very least.
What happens when a government sends multiple jets above a developing storm or in the immediate path of a storm and uses modern seeding technology? What happens to that tropical storm above warm waters?
