It was a mechanism, of transferring a home that would have to pay federal SALT tax, to a corporate entity, thereby bypassing the status as a "home" and having to pay the federal tax.
Now the city is coming back taxing those entities without removing the "status". So they still avoid the SALT tax federally, but the city is going to tax them.
Its why northern states hated the SALT tax, they couldnt get away with higher state and city tax, well they could it would just make the overall tax rate terrible.
Same reason they tax water, power, etc just a way to hide tax in plain site.

Like nobody knew this was coming. Jack the rent up to cover the tax and future freeze of rents. Mandummy knew this would happen and wanted it to happen so he can villainize the land lords and push the take over of housing or at least run enough landlords off and create a bad housing market.
