The ones who were wealthy enough to leave, did exactly that. They packed up and headed to TX and FL, and they brought their abhorrent voting practices along with them.
The problem with the densely populated hyper-blue strongholds (Portland, Houston, Seattle, L.A., SF, NYC, Atlanta, etc.) is that they've been blue for so long that even if the majority of voters turn conservative, the systems are already legislated to stay in place and ensure the continuance of blue policy.
