Mainly if someone outside of it moves in. Though Democrats haven't given a crap about holding up the Monroe Doctrine as much as they've wanted to "defend" Ukraine. Why Trump is stuck trying to revert decades worth of issues

I don't know that I'd go so far as to say Russia has a lot of manpower. The population of the Soviet Union was about equal to that of the US in 1990. After the split each former republic (new European state) had it population counted separately and now Russia has a population of a little under 144 million.

Ukraine certainly has only a fraction of that population, but the EU as a conglomerate has a tad of 449 million people. For even more of a disparity in manpower, consider that the population of NATO countries in Europe (this does not include the United States) is about 973 million people.

For Macron to think that Russia is a threat to France, he has to hold to the belief pretty much every European state will fold as quickly as France did in WWII. Essentially, Macron is fearful because he knows the majority of his population consists of cheese-eating-surrender-monkeys.
