Riot is such a harsh word. They will have fiery but peaceful protests with discounted holiday shopping.

D.C. is already a federally run territory.
Not much of a flex and D.C. isn’t even on top 10 cities for crime per capita. Actually at a 30 year low lol
Not to say D.C. isn’t crime ridden. Just not to the extent the media portrays.
Just kinda silly to send troops. And to say it’s 4D chess is pretty dumb. Likely very easy to do in D.C.

The national guard and/or regular military are trained for riot duty where their main tool is simply show of force. Very few of them are trained across broad spectrum of police work, and military police are not the "neighborhood cops" who can actually put away bad guys... assuming there is a legal system inclined to do that.
Government boots on the street is great for headlines, not so much controlling the criminal element... Support our local police.

My only two questions in this to Trump are, "Where are you putting the homeless?" followed by, "I hear El Salvador is especially nice this time of year. How about there?"
