Local Merchants Robbing States with Zapper Software

Yesterday's update in the Jackson MS Daily Journal cites Bloomberg.
I'm sick of overpaying taxes to make up the shortfall caused by these cheats.
This sort of fraud is tough to detect. I'd like to see the states and feds find some creative ways to combat it.

Zappers are designed to enter a POS database and delete selected sales, generally cash transactions. The systems then recalculate individual receipts and the taxes due. In addition, the zapper reorders all sales slips and adjusts the internal ledger. This process informs the operator how much additional cash is in the register for removal at the end of the day. Cash withdrawn from registers is frequently paid to staffers under the table.
While zappers are common in the restaurant industry, the technology has infected almost every retail environment accepting cash payments, including bars, convenience stores, liquor stores, car washes, theaters, dry cleaners, and gas stations.

the only way I can see to combat this would be to require merchants to use a state approved cash register with an encrypted system
and even then; how do yu stop someone from just not ringing up a sale?
plus; we would see howls of protest about an overreaching government and stifling competition
outside of that; audits of inventory records actual goods on hand; but that would be very tough to do

The Government robs citizens blind to give entitlements. I have no problem with these businesses gaining the system.

I'm sick of paying taxes as well. Simple solution: eliminate sales taxes.

1) Increase the penalties for point-of-sale tax fraud,
2) Publicize a bounty, anonymity and amnesty to any disgruntled former employee who tips off the tax collectors, and
3) Raid some crooked businesses based on those tip offs, then publicize the fines and jail terms.

I know exactly what goes on, and more than this article knows..but this is confusing actly like Zapper is some sort of virus (using the words infected), but it is actually placed there by the merchant
ALL hard do it, or did it. You think they report the cover charge? Cash tips? Of course not.
Many times it's the workers. Simole as ordering a coke. Puts it in the system and ticket is "open" waiting for payment...customer pays cash, bartender goes back and cancels ticket, pockets cash

Just curious, aren't there a few localities in America that don't have sales tax? I would like to hear how they do as far as funding the local governments. Do they make up for it with higher state income taxes?
I am not tax expert and would like to hear some facts from people who know more than me.

But more to the point. In all money collection, there are shortfalls. Stores get stuff stolen. Taxes don't get paid. Etc etc.
But, if stopping it costs more than what you'd get, you just eat it.
For example. Most retail stores could easily reduce theft to basically 0%. But it would cost more to do so than they saved
