Im no fan of hers but that is a poor translation. She was saying that the government is there to serve the people and that her Somalie constituents need to exercise their voice and tell the government what they want.

Then why don't they go back to Somalia? I though Omar was a member of the United States House of Representatives representing Minnesota's 5th Congressional District whose members are, we assume, American citizens.
